What is the CSDR Regulation?

The Central Securities Depositories Regulation (CSDR) is an EU regulation that entered into force on 23 July 2014. It aims to improve the safety and efficiency of securities settlement and regulates CSDs across Europe.

Who needs an LEI for CSDR?

Issuers of financial products accepted by a CSD, as well as participants (banks, brokers) and CSDs themselves, must have an LEI. It is essential for client onboarding and transaction reporting.

What are settlement penalties?

To improve market discipline, CSDR introduces cash penalties for transactions that fail to settle on the intended date. Accurate data (including LEIs) helps prevent these failures.

Do issuers outside the EU need an LEI?

Yes. If a non-EU issuer has securities admitted to a European CSD, they generally need to provide an LEI to comply with the CSD’s rules and local supervision.

How do I maintain my LEI compliance?
