Get your LEI before October 24

On August 24, 2026, DTCC's National Securities Clearing Corporation sent notice A9813 to every NSCC Member, addressed to their AML, KYC, compliance and membership contacts. The message fits in one line: file a valid Legal Entity Identifier with NSCC by October 24, 2026, or face disciplinary sanctions, including a fine. If your firm clears US equities, this is now a membership obligation, not a reporting preference. Sixty days.

Where the NSCC LEI requirement comes from

The rule itself is not new. On April 25, 2025, NSCC filed rule change SR-NSCC-2025-009 with the SEC, amending the NSCC Rules & Procedures on four points: every applicant for membership must provide an LEI to apply, every Member and Limited Member must keep a current LEI on file with NSCC at all times, Sponsoring Members must supply an LEI for each of their Sponsored Members, and CDS must do the same for Canadian participants holding NSCC subaccounts. The August 24 notice starts the clock on the first of those groups. It applies to NSCC Members only. Limited Members and CDS Participants are explicitly out of scope for now, which in practice means their own sixty-day notices are still to come.

What Members must file, and by when

Before October 24, 2026, each Member emails dtccmembershipdocs@dtcc.com with the following. That is the whole submission.

What "valid" means, and why lapsed LEIs fail

The word doing the work in the notice is valid. NSCC states that it uses GLEIF as its reference source and expects Member records there to be accurate and up to date. A lapsed LEI fails that test.

What to do before the deadline

Three situations, three fixes, all comfortably inside sixty days.

No LEI yet: register a new LEI. Most US registrations are issued within 24 hours once the entity details match the state record.

LEI lapsed or expiring before October: renew it now. Renewal restores the record to current on the GLEIF index, which is the status NSCC checks.
